Revenue Prosecution Procedure

Is anyone familiar with the process in which Revenue seeks to prosecute a tax payer for failure to file a ct1?

Is there a specific timeline that they follow? As in, do they have to issue formal notice giving the tax payer a date to have the return filed by before they begin proceedings? It doesn't seem to be covered in much detail in the code of practice for Revenue Audits.
