    Like all of us I enjoy these little brown envelopes dropping into my letter box:

    Nope, I'd say they are strictly following the outlined procedure to the letter so the relevant box can be ticked.

    Send out 5000 of those, and the Minister can stand up in the house and put his hand on his heart and say, " Payment notices went out to 5000 farmers his week alone, and we forsee a speedy resolution of the outstanding cases".

    Or, send out none of those 5000 and the money saved on postage, envelopes and administration etc would more than pay me my GLAS money.
