Best camera on entry level bill pay?

A family member is looking at entry level bill pay Android phones for something with a good camera. Must be fairly low cost. Have been checking out the Xperia E5 and XA models, the HTC Desire 626 and the Vodafone Smart Ultra 7. Any recommendations out of these, or are there other options we should be looking at?
