    What in people's opinions are the cheapest options to satisfy part L of the building regulations?

    Being serious.... I think you'll need to post a more specific question to get a non-smart answer!
    Something like, "If I did A vs B, which would be better for Part L etc". Your question is just too broad to answer in any definitive manner.

    Solar PV. Way cheaper and maintenance free. Unless you want heat pump for other reasons...
