Water Tank Advice - Plastic Bin Bag

I'm currently in the process of snagging and the following is my water tank. The first time I arrived there was a leak and no insulation. Just the tanks. Now the tanks have been covered with these plastic bags which I'm told contain insulation. Can you tell me is it normal for them to look like this?

    Sloppy in my opinion.
The trailing overflow pipe is a nuisance.

Have a look through this, page 15 onwards.

How would you suggest I phrase it in a snag report? Sorry I'm not a builder here or anything, just a normal civilian. :)

Is the plastic bag normal? Seems odd to me.

Get your snagger to phrase it correctly. Who is doing your snag list?
There may nothing be wrong with it.

I had a snagger look at it. She thought it was fine. Really just looking for a second opinion. Just personally thought it looked odd with a plastic bag and the pipe not looking the best. Also holes in the floor and the crack along the floor.

Guess I'm looking to add something to the snag report if it's needed. It's cool if you can't tell from a video. It was just a thought that came to mind.

Hav,nt seen them before but retired out of the construction industry for a few years now, thing i would watch out for is that they wont sag down on top of the ballcock. If that happens it will hold the ballcock down allowing continued water ingress and allow the place to flood especially if the overflow pipe is compromised,i have seen much smaller size overflow pipe used that couldnt take the much faster presure of water coming into the tank, overflow pipe that didnt go on a descent but was rigged up so it actually ended up higher than the tank water level so flooding occured.

I'd imagine there's a plastic lid on the tank to stop this.

I'd ask the builder to confirm the make up of the tank and the details of the insulation and how it is to removed in the case of an emergency leak or similar.

Is the room the tank is in insulated?

It's a new build in a housing estate. So you don't tend to get information on the particulars in that level of detail. It's not like a new build from scratch. But I would expect the roof is insulated and the floor is insulated.

the reason im asking is because the tank appears to be in a room thats very accessible, theres an electrical socket, its painted and skirted etc

if its fully insulated, i see no need for the lagging around the tank.
at a minimum, the lagging shouldnt be sealed so as offer no access to it.

Your correct it is quite accessible. It's the house attic space but the house is at a high pitched angle so there is a normal door that allows you access the room.

That's why I'm not sure if the wall facing the hallway is insulated. I'd guess that the roof and floor would be insulated by default, but the wall/door may not.
