Building regulations

We are in the process of getting everything together to build a house. We are being gifted a site by a family member with full planning permission. The planning permission was granted in 2010 and the original architect is no longer in business. We are still in the process of appointing an engineer. My question is, does any one know can we build to the spec of the plans we have or do we have to adhere to the new regulations put in place in recent years IE insulation amounts, renewable energy sources etc. Any recommendations for engineers in the south east would be greatly appreciated also. Thanks :)
