If the scratches are not huge, black nail varnish does the trick. (assuming the club head is black of course!)

    Iron or wood?

The only way I know is paying someone who can work with metal to do it. I've seen putters with dinks in them look like new after being for a refinish. Not sure if it's worth it for an iron though.

Unless you have a friend who is a toolmaker I wouldn't bother as your talking about 60-80€ an hour.
I would probably involve laser welding and polishing I used to use one myself in a previous factory I worked. You could use a low amp tig welder but your risking warping or the inserts in the back falling off or melting.
Best places to look or ask are injection moulding factories as they use this type of equipment to repair the parting lines of moulds.
