Hi...have just taken up an old wooden floor to be met with this scenario....that is an outer wall....is this rising damp do you think?? Or a structural problem with roof or outer wall?

This is a room in an old cottage and I know for a fact that this particular room has no foundation...the walls have been dry lined since 2007...

My question is, who I call upon to tell me what exactly the problem is....

That's looks like a leak of some description. Impossible to tell but could be:

    1. From the pipes to and from that radiator.
    2. Coming through the wall from outside.
    3. Rolling down the wall behind the dry-lining from somewhere higher up.

I don't think you're going to be able to get away without taking down at least some of the dry-lining for a look.

There's a small possibility it's due to condensation but I'd say less likely than a straight leak/moisture ingress problem.
