Anyone know if here is an official government one and if so where the full details are? Or is it just dealerships doing it them selves on their own?

There is no government scheme, the cars taken in for "scrappage" would normally be resold and back on the road after they are taken in. Manufacturers back the current offerings.

There is no government scrappage scheme. The current schemes on offer from the various manufacturers are just another term for discount. The cars being used as scrappage don't actually end up being scrapped. Most of these "scrappage" deals have conditions such as the car has valid NCT, tax, etc which tells you that they will be sold on for whatever the dealer can get for them.
