Boundary wall with city

My side wall separating my garden from public road has cracks all over the place and is about to collapse.
I contacted local council and he stated that it is my responsibility to fix it.
Is this normal that property owner has sole responsibility for rebuilding a boundary wall or normally both parties would be involved in resolving such issue?

yes, its your problem, and what's more if it falls and hurts someone, they will have the right to sue you.
what is the cause of the cracking?
