Area of High Amenity

    Hi. Have been informed by local council that they will not meet us to have pre-planning meeting re site we are considering buying from family to build house on as we are not currently owners. They also mentioned fact that house would be in area of high amenity and referred us to policy in plan that states that one off builds are only permitted in areas of high amenity if building is done by son/daughter of owner who has resided on adjacent site. While land is owned by my father in law, his house is elsewhere in town. Wondering if anyone would know if this means our plans are dead in the water before they even begin or if there is a possibility to make a winning argument about this?

    Find out exactly what this policy says, and figure how would you satisfy said policy and what would be the best way to prove that you do. Also consider which site/house design on the land would be the least visually obtrusive and include reasons why in site selection re this.
