Seller backing out of sale?

    Hope this is the right place to ask, its an adverts.ie question.
    I made an offer on an ad on adverts, seller accepted, we arranged postage details, I made the payment via paypal, seller acknowledged payment.
    He messaged me today to tell me he was backing out of the sale and was going to refund me, isn't that against the law? Or rules, whatever. I know I'm just being silly but its very annoying.

    Does it matter?

    You cant take a private seller to the SCC so even it was it illegal (I very much doubt it) doing anything would not be worthwhile.

    Give him a bad review and move on.
