Is it possible to fit wall lights powered off socket wires?

The Mrs wants to fit 2 wall lights either side of the fireplace, in the centre of the alcoves. There are no lights there at present. It could be messy to run cables above ceilings as the joists run the wrong way.
However, in each alcove there are double sockets low down for tv etc.

Is it possible, or allowed, to 'tap' off power from these somehow to power the lights? The cables from these run straight up the centre of each alcove.
