Principal insisting on NPC registration

    Hi, has anyone else heard of this? 
    In a whole school evaluation report, a recommendation was made that someone from the school attend the Parent's association meetings, as part of a parent communication strategy. The Parent's association has been in place for 20+ years.which predates the existence of the National Parents Council as far as I can see.

    Anyway, the principal has refused to attend, or let anyone else attend the PA meetings (no teacher have ever been to one) unless the PA is registered with the NPC. 
    I've looked into it briefly, and as far as I can tell, the NPC has annual fees, sends a lot of junk mail and runs "training courses" on how to run a PA. All of which seem like a needless expense for a PA that is functioning normally, with the usual chair, secretary, audited accounts, parent reps on board etc. 
    Is the principal just throwing up a roadblock, or is this actually a requirement of either a union, or the dept?

    In my experience the DES prefers to have a PA affiliated to the NPC, as there are agreed procedures for complaints etc between the INTO/NPC/CPSMA ETC.

    For our WSE the inspectorate met with representatives of our Parents Association. If they had not been affiliated to the NPC they would not have done this.
    We have only been affiliated for a few years and those who did the training found it very useful.
