How to reclaim tax from last year

I finished employment with a company I had been with for a number of years at the end of August 2016. I was then unemployed for a number of weeks. I started a new employment with another company in October. This only lasted a couple of weeks and I was unemployed for the rest of the year. I'm pretty sure I should be able to claim back some of the tax I paid during the year.

However, the second company never issued me with a P45 and I have tried a number of times on the revenue website to submit Form 12 but the company has not submitted my pay details. They are still listed as my current employer. To put it into context, when I left the first employer revenue was updated within a week.

I emailed revenue nearly 2 weeks ago to find out what I should do but they haven't replied to my email. I have also emailed the company that I worked for numerous times but have had no response. What should my next step be?

Wait til 23 February that's the deadline for employer returns for 2016.
