Planning permission outside settlement boundary

Hi there, I'm hoping someone can help as I am completely new to all this.

A site is for sale approx 1km from my fiance's parents house, and we are keen to purchase it. I have looked at the local area plans and it is just outside the settlement boundary. The boundary is actually just beside it. It currently appears to be unzoned land.

Before we approach the council, I was hoping someone might be able to tell us if it is possible to apply for planning permission on a site like this?

Hoping someone on here has some experience they can share!
    Thanks!

Nothing to stop you applying but whether you'd get planning or not is a different matter.
    Where abouts in Co.Cork ?

Do not purchase anything unless it's 'subject to planning'
Do not employ anyone to unless they acknowledge that it's unlikely you will get planning.
Do not go to a pre-planning unless you bring the person who preparing planning application

    Best of luck.

How about read the County Development Plan and Local Area Plan and take it from there.
