Old house that is damp

Old house In two sections. Cottage has stone wall and no insulation. Extension was buit with cavity blocks and dry lined inside. The issue is that the walls are very damp and mold is forming around windows and corners. We looked at external insulation, which should sort the problem. However the house belongs to mother in law, who has no funds and is in her mid sixtys. The house will be left to one of her two sons, both have stated that they would revamp the house and redesign it. External insulation is too expensive to have it torn down in 20 years. Please god.
Is there an alternative way of stopping the rain from coming in, like an water proof paint. Any comments welco.

many lengthy posts have been written on this topic. Use the search function.

Boots: Start with French drain, lower outside footpaths.
Hat: start with gutters, fascia/ soffit, add eaves vents to attic, check - chimney, flashings, tiles/slates, felt

Internally, clean mould, minimise moisture creation: no drying clothes, cook with extract on, shower with extract on , ventilate rooms for several hours daily, open window slightly in room at night, keep heating on as often as is required to keep temp above 14/15degs, buy RH sensor and monitor humidity levels.
