Changing Mirco-chip Info

I need to change the info on my dog's mircochip. Boyfriend emmigrated with the dog in 2012 and the fool never updated the info. Now everytime I try to do it, I'm re-directed to order a government cert, which mircochipped dogs pre-2015 weren't issued with. We don't live in Ireland anymore so we don't need a cert. How do I…

We don't live in Ireland anymore so we don't need a cert. How do I just update the info on the chip? If he ever got lost, my heart would be broken. (The dog, not the bf )

There's not much need to update his details on the Irish databases if the dog doesn't reside in Ireland. You need to register him with whatever microchip databases(s) are available in his country of residence.
