Adjustment in cistern to increase toilet flush

    So our new toilet has backed up a few times in the 6 months it's been installed as a result of toilet paper clogging up the waste pipe. A quick google later and I have diagnosed the problem as not enough water in the cistern. In the first picture you can see it's a good inch away from the fill line. After a few minutes messing around I have decided I need to raise the whole part on the left to get the extra inch or so of water required.

    Looking at the white pipe fittings on the very bottom, it needs to rotate counter clockwise about a quarter of a turn to release but the problem is it's not budging no matter how hard I twist it. Would it have been glued in place during install?

    No glue. There's most likely a small retaining clip on the filler pipe that need to be removed and then you adjust the pipe height.

    In addition, are you getting a full flush with the water that's in the cistern each time?

    Yes the tank is emptying what's in it alright. I've asked the rest of the family and they all hold the button down for a few seconds to ensure the tank gets emptied. Will have a look for that clip and report back however I don't remember seeing or feeling anything when I was at it last night.
