    From my experience you need to already be in receipt of rent allowance to retain it, but cannot apply as a new applicant if you are on BTEA. Could be wrong though.

    Rent allowance for new applicants is now finished in many areas.
    In the large inland county where I live all new applicants are referred to the CoCo.
    I see HAP is in place in Limerick so the applicant needs to get on the housing list there and apply for HAP
