    Asking for a friend that's moving out of home and planning on going to UL to study to be nurse can he qualify for both

    From my experience you need to already be in receipt of rent allowance to retain it, but cannot apply as a new applicant if you are on BTEA. Could be wrong though.

    Rent allowance for new applicants is now finished in many areas.
    In the large inland county where I live all new applicants are referred to the CoCo.
    I see HAP is in place in Limerick so the applicant needs to get on the housing list there and apply for HAP
