Pension rates question

    Trying to get some info on pensions rates for married couples for my parents.

    My father is on a contributory pension and receives a qualified adult allowance for my mother. She wouldn't qualify for a similar pension as her prsi contributions stopped when she started a family in the 80's. What Im wondering is since the rate of this allowance isn't as high as the top rate of the non contributory pension, is she entitled to apply for that if she satisfies all the means related stuff and is now over 66?
