    New build house?
    Attic conversion?
or just upgrading existing attic space?

Can you post a picture of your attic to give an idea of layout and any obstacles.

if its a new build, the depth required is completely dependent on the other aspects of the build.
I've seen everything from 250mm to 500mm being required to comply.

on an existing build, as an upgrade, the backstop u value requirement is 0.16 which, assuming a standard attic fibreglass of 0.044 TC, youd need 270mm +

if you use a 0.036 TC product, 250mm might get you out.

Its a new build. Airtight membrane used. 150mm full fill cavity insulation and GSHP

What has your BER Report specified?
    Why not run with this?

as its a new build, whatever change you make to the spec needs to be re-assessed by your assessor.

you might consider PIR in place of some of the quilt.

What stage is the build at? You could look at changing it to a warm roof so the insulation is between the rafters and not the ceiling joists or go half in each area. Also be sure the attic area can take the weight of whatever it is you're storing. If it's a few christmas decorations and empty suit cases you'll be ok but if it's the contents of a grandparents library you inherited and want to store you'll have problems.
