Can one person be left in an office building by themselves or is it against health and safety ?

Hi OP, from my experience yes one person can be allowed to work on their own however the company should have a "Solo Worker" or similar guidance available to you to tell you what to do in case of emergency etc.
This really depends on your circumstances however and the situation should be risk assessed to establish if additional measures are required. For example my company has a "Man Down" alarm for any scientists working alone in laboratories. This is because they work with high risk chemicals so the risk when they are working alone is higher, they wear the alarm around their neck and they can push the panic button in case of an emergency or it will activate itself if it is horizontal for any period of time (indicates that someone has fallen over).
Office workers are not required to wear the alarm when they are in the building on their own as the risk to them is much, much lower.
Lots of people work in shops or garages on their own so its not unreasonable that someone could work in an office building on their own once adequate precautions are taken, such as ensuring external doors are locked and emergency contact numbers are available.
If you have specific safety concerns though you really should raise them with your supervisor/manager.
