Clerical officer V general operative

    I am a general operative working in the offices of a local authority depot doing clerical work, I have enquired about being regraded to clerical officer but have been turned down and have since found out that there are general operatives doing clerical work in the main offices doing clerical work and some/all of them were appointed to the CO grade last year and even before that they were on flexi time and getting 1 extra days leave per month. I've never been on flexi time.
    Would it be normal practice to have different levels of grades (clerical officer/general operative) in the same organisation?
