Toilet Flush Problem

Wondering if someone can help me with this - have a toilet in the en-suite thats been acting up.

It flushes, but only every now and again. We replaced the diaphragm and thought that this would solve things, but no good. When it does flush, the cistern fills up again, but then it won't flush! Even when it is successful, I find that the handle needs to really be pushed down the whole way in order for the flushing action to start

Any help would be appreciated...or do I need a plumber in!?
