Just wondering if the lecture times for modules vary each year or remain the same? Trying to decide whether to take an elective I'm interested in with all 9am starts this semester or just wait until next year to take it and hope the time tabling changes for more appealing times, Cheers!

Some change, some don't. It can depend on the module. Lots of the big arts ones don't change too but the smaller ones, such as level 3 modules where they only take a room, can switch easy enough.

Usually before the class registration opens, the module times will be listed in advance on the website. What module out of curiosity?

It's a first year/second year science module, PHYC10210 Quanta, Particles and Relativity

Since it is an elective choice, I'd hold off and see if it changes next year. 2 hours a week for a elective isn't always worth it, esp when there are so many others you could pick up that will take less time. Assuming you are in a 4 yr sci degree, you might want to have an elective that interests you kept for 3rd year - this way you are more likely to enjoy the module, do well at it and have a good result from it that will bump up your GPA when you need it. IIRC, science degree take the results from years 3-4 only.
