    The commission has looked at this because the ramifications include motorsports being entirely banned.
    The options so far are in the EC roadmap here and hopefully they will see sense and implement option 3

    Option 3 - The scope of the Directive would relate only to accidents caused by motor vehicles in the context of
    traffic. This would be done by defining locations and types of activities that are to be understood to fall within that
    definition. The use in traffic could mean where the use of a vehicle is for the transport of persons or goods,
    whether stationary or in motion, in areas where the public has access in accordance with national law. Activities
    that would fall outside of this definition would be regulated at Member State level and it would be for them to
    decide whether they wish to pool them with other activities by regulatory means. The guarantee funds would not
    be obliged, under EU law, to compensate consequences of traffic accidents unrelated to use in traffic. No
    changes in premiums or guarantee funds would be needed to absorb the potential need to compensate victims
    of accidents occurring in the context of purely agricultural, construction, industrial, motor sports or fairground
    activities involving vehicles where these occur outside of the sphere of use in traffic.

    No doubt insurance companies are licking their lips at the thought of another juicy revenue stream.

    Personally i can see the point of it but to implement it in any way will make things stupidly complicated .
    There are a lot of farmers who run yard tractors who never go out on the road with them .
    Ride on lawn mowers are mentioned as well, how many people have rideons
    Most of what is on the list wouldnt be registered .
    Dont the insurance have to tell the revenue/customs if people have insurance on non registered / foreign vehicles .
    Could customs end up coming out seizing these vehicles as they arent registered but insured for road use .
    You have to wonder how far they would push the whole thing .
    How many of us have old cars parked up . Would these need to be insured too?

    The list goes on and on
    My 4 year old nephew has a electric toy quad bike . its technically mechanically propelled . Will he need to be looking for insurance too ?
