Having no boiler thermostat in house - what's the cost?

Trying to convince my folks to get a boiler thermostat. The temp soars to 24+ according to a simple card thermometer they have. It's an uncomfortable temp and is wasting money. When it gets too hot the boiler is manually switched off.

What is the ideal temp to set a thermostat to? If there was one.
What are the approx savings of getting a boiler connected thermostat versus manually switching the boiler off

Usually 21 or 22 degrees for living spaces, and 18 degrees for bedrooms is considered comfortable for most people, but it really is a matter of personal preference. Elderly people may need a bit more.
Each degree above a comfortable temp can use up to 10% more fuel, but a lot depends on the level of insulation, amount of ventilation etc so hard to be specific.
