You can only get married in the UAE (including Dubai) if at least one of you is a UAE citizen or resident.

If neither of you is a UAE citizen or resident, it may be possible for you to be married in the embassy of one or other spouse. Note that such a marriage would not be recognised as valid in the UAE, but that probably doesn't matter very much; it will be recognised in the country of the celebrating embassy. More seriously, note that not all countries provide the service of celebrating marriages at their embassies; in particular I don't think Ireland does.

If one or both of you has a UAE residence visa, then you can get married in Dubai, but note that you won't be able to have a civil wedding ceremony. You'll need to get married in a church to which one or both of you belong, and to comply with whatever foreign marriage registration requirements your country of citizenship imposes. This marriage will be legal and valid in the UAE (and everywhere else). The church and the embassy will advise on the formalities required.

As above you can only get married in a church/temple or in the court (for muslims only), and one or both you needs to be a resident.

If its a wedding on a beach type thing you are after it can be done but its more like a blessing/service and not a legal marriage.
I've been to this type of wedding/blessing they got married in church the day before and had a ceremony on the beach (at a beach club) with family and friends the next day. It was lovely, they did have trouble finding a celebrant and it was 4 yrs ago. Im sure any hotel you get in touch with would be able to help you with that side of things.
    Best of luck.
