    My brother applied for planning about 10 years ago and was turned down as failed perculation test. He sold a site right beside it and there is a house built on it.What can he do now, is it worth draining ,try for planning in summer?

    theres no guarantee that it woudl pass.

    draining might be a waste of time if you dont have control over the drains which lead off the site
