It seems that there are constantly visiting restrictions in Irish hospitals. The most recent being the Mercy. Does this happen in most hospitals across the developed world?

I don;t know but most sensible and responsible folk would not visit if they were sick themselves anyways, It is just common sense. Should not need saying should it?

Cork also said that they had a lot attending A and E with flu symptoms. Again, not the right place to go even when Southdoc were taking 3-5 hours to even answer the phone.
