Need a solution for my heating setup

So here is my buffer tank and oil boiler (Buffer tank is heated with multifuel boiler). I want my oil to come on when thermostat on buffer tank is cold, which I can wire up fine....problem is..

When the oil comes on it either heats the buffer tank or stirs up the water as the thermostat seems to trip back on (disabling oil and turning on buffer tank pump) sending mildly warm water to the house instead of hot water from oil.

The thermostat is a normal cylinder stat in a port 1/3 way down. Is there one you can buy where I can set the hysteresis or program it. Or is there another solution?

If it's heating the buffer then it's piped incorrectly or the nrv is stuck open
