My friend who is a NON-EU citizen living in Germany travelling to Ireland.
He is accompanied by his EU(German Citizen) wife.

Does he need visa to enter Ireland?
(I know similar question may have asked already, he is travelling tomorrow)

Depends on which non-EU country, and are they coming for Work or pleasure?

    More details here.

Not an expert, but I do think they would need a visa, they are open today, if they want to call, or the Irish Embassy in Berlin.

There is a visa waiver program for Indians, if they have certain UK visas.

Germany is a pretty formal state; does the spouse have a residence card specifying him/her as the spouse of an EU national? Theoretically this should not be needed, once status as the spouse of an EU national has been established (esp when travelling together), the other EU state is supposed to facilitate entry (freedom of movement is effectively absolute).

Tell that to the Irish Immigration Service.

They got prosecuted over this earlier this year. I had a friend, EU National, spent nearly a year trying to bring his non-EU wife to Ireland, moved to Germany, and she was sorted in a few weeks.
