Heating all over the place

    Hello, I hope someone will be able to help.
    We just moved into a house, that has the weirdest heating system I ever seen.
    It's oil heating, the boiler is a Firebird. There's a thermostate in the hallway on the ground floor only. The controls for the boiler have 3 options: ON, OFF, TIMED. It's a system with clicks, where every click is 30 minutes. So far so good. Now there's this weird part: next to the controls for the boiler there are 2 switches. No labels, nothing. I figured out (trial&error), that if I switch 1 of them off, then the thermostate will not work (which is funny, because there's ON/OFF button on the thermostate itself) and the heating will be always ON when the heater is set to TIMER. If the heating is set to ON, then thermostate doesn't do anything whatsoever. But it controls downstairs only. Then there's another switch - when I switch it off, then there's no heating upstairs even when the radiators downstairs are boiling hot, so when I switch it ON, the heating works upstairs. The problem is, the heating upstairs works then all the time, even when the thermostate downstairs reaches the temperature that was set. It also controls the hot water.
    I don't understand this system to be honest, because what's the point in having a thermostate in the house, that works ONLY on TIMER, and does not have ANY impact on the first floor area? There's definitelly no thermostate upstairs.
    Can anyone make any sense out of that setup? What's the best way to use it? I'd like to have a nice and warm house, but looks like the only option is to set it with TIMER and ignore the thermostate all together, because if it gets too hot upstairs, then most likely it will be too hot dowstairs as well. Same for opposite.
    Or is there something smart that I'm missing? Anyone could give any advice?
