You probably have dirt or grit from the tank causing a blockage in the pipe or tap.

When you turn the tap on first does it flow ok for a little bit and then slow down. If it slows immediately then the blockage could be nearer the tap than the tank.

I've never had to clear a blockage of this type so can give no quick suggestions.

If there is a shut off valve in the line you could close that off then disconnect the tap and find a way to route the pipe into the drain. Then reopen the shut off valve and let it run for a while (but not completely) to clear the line.

Possibly the spindle in the hot tap needs replacing. It's usually the hot that perishes due to the heat

can you get them on their own? or just get a new tap?

btw - could it be an airlock?

You can only get an air lock if the attic tank runs dry
