No thermostat in house

I have an elderly relative whose house has no thermostat, gas boiler in the garage is set to 65, no TRVs on rads, just regular valves. The house gets very cold as he is trying to save money and has the timer on for about 6 hours a day. I would like to get a thermostat, or even two installed for him and leave the heating on a lot more. I believe this would save money on gas bills anyway for him. Can anyone recommend a thermostat or similar that would do this.

    How old are the rads?
    how old is the boiler.?
    What make/model is it?
    How draughty is the house?
The boiler at 65 with older, smaller rads, will not be ideal for heating as discussed here

    so crank up the boiler:
can you post a picture of the boiler controls for the lads/lassies here who know about these things.

IMO thermo stat not the first line of attack here.

I have a Drayton thermostat that has worked well for 14 years or so. I would look for something with a clear and simple user-interface and would look for that probably more than by 'brand'.

Though mine has worked very well, it's UI might be a bit much for an elderly relative if they were non-technical.

After sorting out a thermostat, I would look at insulation.

The trouble is, if you put in a thermostat, the relative may just defeat your efforts by turning it down to save money. You would need to work on that attitude first. Maybe a complex UI might be better as it would dissuade the user from fiddling with it ;-)

you should look into grants available for pensioners. living alone etc i think there are some for insulation amongst other things.
next look at heating control/ boiler grants
these could work out for them before they spend too much.

Rads are at least 20 years old, I found an old thermostat in the hall and its up at 30, which is the max. The rooms themselves are warm enough but the hall stairs and landing are freezing. Its only a single rad in the hall and none on landing so I was thinking that maybe replacing the single with a double convector rad might improve the liveability of the house? Haven't been able to check the make and size of boiler etc yet.

Its actually an elderly couple and they get household benefits package but not fuel allowance (small pension on top of contributory pension)so SEAI say they don't qualify for free insulation.
Single glazed windows and no attic insulation. I can't afford new windows so attic insulation is top of the list as is new curtain rail and heavy curtains in the hall.
