A friend has moved into an apartment. he wants to put in a free sat box. He says that the appartment is sky tv ready(no dish needed). What does this mean in layman terms? is there a satellite feed to each apartment?. He says there is only a single RF wallplate in the sitting room.

The apartment block has a communal Sky dish that can be used for each apartment. Sky would connect it up if they pick Sky to go with.

He has no interest in going with sky, So if he doesn't go with sky then he can't have a satelliite box?

The only person that can answer that question is the apartment manager or landlord, it will depend on what setup the building has and who installed it.

If the previous occupant had sky, It would be as simple as just plugging a freesat box in and scanning.

If not, the apartment may need to be wired up to the Dish, the would normally be in the coms room.

If it's "Sky Ready" it requires an engineer to come and hook up the apartment first. The apartment will have 1 or 2 cables coming in already but these will not be hooked up to the communal dish unless someone comes to do it, or it was done by a previous tenant.

One option is to subscribe to Sky and cancel within the 30 day allowance whereby only paying for one month (~15eur on an intro offer). This should get someone out to hook it up and leave you with the connection to the dish after you cancel.

Tell your "friend" to borrow a box off someone to see what works on the box. Your "friend" should get all the free to air channels
