There are kind of two types of racing games, This forum is mostly about simulating software, more popular racing games are fairly action packed, have things to unlock, lots of quick short races, popular music in the background.

With simulation software it's just about learning to lap faster and race craft. Its closer to a hobby than the popular race games mentioned above. You have to put in hours of practice, learn about the dynamics of the cars, so it's more involved. They don't come with lots of bells and whistles to keep people coming back for more.

If he's the type that likes quick pick up and play games he may not like simulator software. If he's really into his cars he may love them though. A game like Assetto Corsa supposedly works well with the standard gamepad and the car models are incredibly detailed to the point someone who likes cars may enjoy just looking at the cars.

I'm not sure about popular racing games. But I'm sure someone will be able to recomend something.
