How much do you want to spend?

Building your own PC is the way to go these days. You don't need technical skills to do it. If you can put together Ikea flatpacks then building a PC will be easy. There are a lot of youtube videos out there to help show you how to do it aswell. If you're not prepared to do it yourself then I'd recommend going here,

There are refurbished base units on Groupon and/or Pigsback. Got a Dell base unit with Windows 7 for buttons....

Since you're not looking for huge performance I'd get something like this. It'll do what you need handy enough and comes with Windows 10 (around €90).

Try asking in the computer building forum http://www.boards.ie/vbulletin/forumdisplay.php?f=842 Perhaps someone in there will build you something for a better price than you'd pay. Be careful not to buy too cheap a computer or you'll regret it. You get what you pay for.

Check adverts, get a used one would be my advice. For €250 you'll hVe plenty of choice
