Here are a few pics. I used a phase tester and all have power going through (1,3,4)

Here is the link to the instructions and wiring for the room stat.
    https://www.manualslib.com/manual/478253/Horstmann-Hrt3.html

Terminal 1. Live / Power in. Brown Wire
Terminal 3. Live / Power out. Grey Wire

Terminal 4 Neutral Connection. Black Wire

Does the stat make a clicking sound when you turn it up and down from one extreme to the other? This click is the contacts opening and closing. If there is no click the stat is most Lilkey faulty.
If you short out terminal 1 and 3 ie. brown and grey the system should run. If the system runs when you create the short you have confirmed the stat is faulty.
If the phase tester is lighting up on the black, it indicates that the neutral is disconnected. These stats will work with no neutral connected but won't be as accurate as if the neutral was in place.

    See how this goes

Ok thanks for that! How would I create a short?? Where would the neutral b connected to?

The questions you are asking indicate that you don't have the basic knowledge necessary to safely identify the fault. Please be very carefull as mains electricity can kill.
You do not need to do anything with the neutral. You need to get a short piece of "insulated" cable the same size as the cables connected in the stat.

Turn off the power to the heating circuit. If you are in any way unsure of which circuit it is on, turn off the main switch at the distribution board.

Strip a small bit of the insulation to expose the copper at each end of the cable. Very carefully and not touching any copper part, loosen the screw and put one end of the stripped cable into terminal 3 (beside the grey wire) and then put the other end into terminal 1 (beside the brown wire). This will allow the power to flow through the stat and when you turn back on the power should start the system. If the system starts, the stat is faulty.
Don't try this unless you fully understand what you are doing.
