Firebird/Reillo - Something gets 'stuck', hums, boiler won't start till 'Reset'

Sometimes when we turn on our heat, the Firebird boiler doesn't fire up, but sounds like something is 'stuck' as there is a loudish humming noise. If we press the Reset button it seems to come on fine again.
Sometimes there is a shorter 'humming noise' and then the boiler will fire up as normal.
It was only installed 3yrs ago, and was serviced in September.

The oil pump has a tight spot in it or the capacitor is weak and needs replacement
