    If charges are to be implemented on the basis of a limit being exceeded as per the proposals of the recent commission, how will that work in a house that is split into eight flats with only one meter? It would mean that the house would always be exceeding the limit that I assume will be based on the usage of a family that do not each have their own shower, wash basin, sink etc
