Just wondering is there a way to find out the calculation for a customs charge.

I ordered cosmetics from USA, from a the manufacturer of the product, was delivered through UPS

Cost was $178 , I have a customs bill of €45.96. It just seams a little excessive. I could be wrong. Reason I bought from usa rather then here is because the product is only available in America

The charges on the bill should be broken down.

If the declared value was $178, then the VAT payable is $40.94 ~ €39. Plus handling or other fees; seems about right?

Seems slightly on the low side as ups charge a €13 + vat clearance fee.

    $178 = €168

    Vat @23% = €39

Looks like no duty was applied.

You seem to have got off lightly as others said.
