I'm having awful trouble trying to get my mugshot accepted for a passport card application. It follows all the guidelines to a T as far as I can see yet it keeps getting rejected with the message that it should be taken on a plain white background. The background is very light, considerably lighter than the sample image, but no dice. It seems ridiculous to photoshop a passport photo but has anyone any tips for complete novices on how to ensure the background colour passes the test?

If you followed the guidelines, then your background is white?? No? If it's not white, then you didn't follow the guidelines. Get a white background.

I've done all our family passport photos for years, with a white background, and have never had an issue.

Are you using the passport card phone App to apply and also to take the photo ?
It takes a ton of retries to get it to take an acceptable photo, took me about 20, there are reports of 70, but if you keep at it it will work eventually. Just keep trying changing the angle slightly, might get rid of shadows etc.

    The website is broken.

Its far over zealous. Correct photos that the passport office have accepted for passports are not accepted by it for passport cards. Click the box for medical exemption, its what everyone does myself included.
