I don't have a TV, and have filled in all the relevant paperwork, though whether it'll have any effect is another thing.

Were I to get a TV, is the onus on me to declare it to the relevant body, or is it on the retailer? IOW, are Argos or similar obliged to collect address details on the sale of a TV? I'm guessing the onus is on me, since I could be buying a TV as a gift..

And that leads me to wonder how they'd deal with a boat that has no fixed address, yet has a TV and an aerial.

That's an interesting point. There are increasing numbers of people living cheap on barges.

Floating home: living rent-free on Ireland’s waterways
No mortgage, no exorbitant rent, no property tax, no doors to slam. With an overheated rental market and an acute shortage of social housing onshore, the alternative on water should seem like a practical option.

Dublin’s Grand Canal basin and several other areas on the inland waterway network, including Hazelhatch, Sallins and Lowtown on the Grand Canal in Co Kildare, are locations for a small but growing number of “live-aboards”,

Back in 1986 they were threatening to confiscate your television if you didn't have a licence :D @ 3:18

Stick a great big red L on your house (or houseboat) wherever the dish or aerial would be.
If an inspector did call, assure them you would only watch TV in someone else's house and in the company of a full licence householder and that you would only purchase a TV when you had passed all the relevant state requirements. Express your abhorrence that there are people out there with no qualifications at all who think they can walk in to a post office and simply buy a licence.
    You'll be fine.d

RTÉ should bring that 80's bumpers back. It's before my time but it's fun.
