First one is quite weak. Second appears to be trying to run full W10 on 2GB RAM which is just asking for pain and suffering.

If thats your budget look at dells Inspiron range. They arent flashy but the lowest Intel chip they offer is will be at least 30% faster than the HP and is far more energy efficient (6W instead of 15W).

They often sell the €300 model at the base price of €220 which gets you more than a tiny drive but your timeline might not allow that.

They're both very poor machines which will struggle to play any games.

Minecraft will run on almost anything but those laptops are very weak and it wouldn't be a great experience overall. You're as well to pony up and spend €300-320 to get an i3 based laptop will will run absolute rings around those two, for general use and for Minecraft. Laptopsdirect have some models for the €300-ish range that have i3 and an SSD, which also makes a huge difference.

Minecraft will run but it won't run well unless you have a half decent graphics card. The normal graphics on a laptop is barely enough for Minecraft.

What if 11 year old boy discover that laptop can be used not only to play Minecraft, but also other games ?
All these machines will struggle with basic tasks I'm afraid not even mentioning games. ( old games). Also it won't be any help with photo, video, or music editing on an amateur level :( - they are just for social media and basic browsing.
Imho - laptops that support multiple uses start from ~450 - 500
