Weird high pitched whistling in Ballymun, Dublin?

Is anyone else hearing this or just me? About 2:58 a crazy whistling whining sound started up and has been going on for the past while. I can't tell where it's coming from but it's loud. This isn't the first night I've heard it either. It happens roughly once or twice a month. Anyone else hear it?
