My heater has not been working at all the last week and when i finally got a plumber out yesterday he's not entirely sure what the problem is..so here's whats happening:
The range will fire up but it sounds like it's starved of one or the other - it makes a huffing noise, compare it to a car-engine on an almost empty battery. The air intake is clean, there's plenty of oil.The oil is clean too. They are kind of going with the oilpump itself - but he isn't too sure of it...anyone any ideas?

you need to get a different plumber to check it.
any plumber competent on oil burners will have an oil pressure gauge.
This can be used to fault find the pump.
From your description it sounds like there isnt enough oil passing through the nozzle, some things that could cause are:
    partially blocked nozzle
    faulty solenoid valve
    blocked oil pump filter
    faulty oil pump
    partially closed fire valve
    partially blocked oil supply filter
    partially closed valve
    air lock in oil supply.

To be honest if someone cannot find the cause I wouldnt trust them to repair it
