In one of the rooms of an 60s build house , under the normal white wallpaper there is some black painted stuff. First I thought it was just the wall painted black ,but its some sort of wallpaper , I think ? After reading a bunch of articles on the web about asbestos wallpaper in the 80s - im not sure if i should be scrapping this stuff off or just leave it ??

    Very possibly.

Get specialist asbestos inspection I got this last year it was ~€150 for the survey.

It looks more like painted fibreboard than a wallpaper. But there's no way to know for sure what it contains. As it's from the right era for asbestos. You can have samples tested, or have an inspection done.
