    how difficult is it to trace someone's IP address,

    does the IP address change if you use different devices to go online

    Depends what you mean by trace. Do you want to know who they are, where they are, other info about the device/connection used etc? IP is not the only method of identifying a user. And from what perspective you're coming from i.e. are a user wondering how easy it is for someone/organisation to trace you or are you looking to trace someone else's IP?

    For your second question, it also depends :) But generally, if accessing the Internet from inside your house from pc and switching to WiFi on your phone, it will show as the same IP to anyone looking from outside your local network.
